Europe Still Lives in a Security Utopia

Europe needs a Walter Lippmann — the famous American journalist who, in 1943, argued that a gap between foreign commitments and capacity creates an “insolvent” foreign policy. For Europe, this imbalance has deepened internal rifts and invited aggression from abroad. Because Europe cannot renounce its current foreign-policy commitments, the only way forward is to do more.
